Why write a plant nursery business plan?
A business plan forces you to put numbers on what you will grow, how many plants you can actually sell and how long your money is tied up before a batch is ready. Banks and the State Horticulture Mission will ask for one, but the bigger benefit is to you: it shows whether the idea works before you spend on a shade net house.
Keep it short and specific to your site. Ten honest pages with local quotes are worth more than a long template full of national averages.
What a nursery business plan should contain
- Executive summary: what you will grow, where, for whom, total investment and when you expect to break even.
- Business model: retail, wholesale, fruit grafts, vegetable seedlings, forestry saplings, or a mix.
- Market: who buys in your area (farmers, landscapers, dealers, households, plantation drives), at what price and in which months.
- Production plan: crops, propagation method, cycle length, batches per year, expected losses and saleable plants.
- Capital expenditure: land development, shade net, mist chamber, irrigation, mother plants, shed and tools.
- Operating costs: lease, labour, media, containers, seed, power, transport and marketing.
- Revenue model: plants sold by size and channel, price per plant, and the credit you will extend.
- Break-even and cash flow: month by month for the first two years, including the long wait for fruit grafts.
- Funding: own money, subsidy, bank term loan, working capital.
- Risks: water failure, disease, unsold stock after the season, delayed payments.
Illustrative cost of plant nursery setup on about 1 acre
The tables below show how to lay out costs for a leased one-acre nursery growing ornamentals and vegetable seedlings under a shade net. Use the structure, not the figures.
| Item | Assumption | Illustrative cost (₹) |
|---|---|---|
| Land development, fencing, paths | Leased, level land | 1,50,000 |
| Shade net house | About 2,000 sq m, basic structure | 4,00,000 |
| Mist chamber | Small propagation unit | 1,50,000 |
| Irrigation | Pump, tank, drip and sprinklers | 2,00,000 |
| Mother plants | Starter mother block | 1,00,000 |
| Working shed, store, potting yard | Simple structure | 1,50,000 |
| Trays, benches, tools | Starter set | 50,000 |
| Total capital cost | 12,00,000 |
| Item | Type | Illustrative cost (₹ per year) |
|---|---|---|
| Land lease, 1 acre | Fixed | 40,000 |
| Labour, 3 workers | Fixed | 4,32,000 |
| Power, water, fuel | Fixed | 60,000 |
| Transport, marketing, misc. | Fixed | 1,00,000 |
| Media, polybags, pots | Variable | 2,20,000 |
| Seed, rootstock, cuttings | Variable | 1,20,000 |
| Fertiliser and plant protection | Variable | 60,000 |
| Total running cost | 10,32,000 |
Break-even: a worked example for a nursery business plan
Break-even is the number of plants you must sell in a year for the money coming in to cover your fixed costs. Using the illustrative figures above:
| Step | Assumption or result |
|---|---|
| Fixed running cost per year | ₹6,32,000 |
| Average selling price per plant | ₹18 (assumed mix of sizes and channels) |
| Variable cost per saleable plant | ₹5 |
| Contribution per plant | ₹18 − ₹5 = ₹13 |
| Break-even volume | ₹6,32,000 ÷ ₹13 ≈ 48,600 plants a year |
| Operating surplus at 80,000 plants | 80,000 × ₹13 − ₹6,32,000 = ₹4,08,000 |
| Simple payback of ₹12 lakh capital | About 3 years, before loan interest and tax |
Two points beginners miss: fruit grafts may take a year or more before the first sale, so cash flow can be negative for a long stretch even when the yearly maths looks fine; and credit to landscapers or dealers delays cash even after the sale.
Funding your nursery business plan in India: MIDH, bank loan and KCC
MIDH nursery assistance
The MIDH Operational Guidelines 2025 set these cost norms for nurseries. Assistance is project based and released pro rata.
| Component | Area | Cost norm | Private sector assistance |
|---|---|---|---|
| Small nursery | 0.4 to 1 ha | Up to ₹20 lakh/ha | 50%; min 50,000 plants/ha/year |
| Large nursery | 1 to 2 ha | Up to ₹30 lakh/ha | 40%; min 1,00,000 plants/ha/year |
| Upgrading infrastructure for accreditation | Up to 2 ha | Up to ₹4 lakh/ha | 50% |
| Hi-tech plug nursery with automated tray seeder | 0.2 to 1 ha | ₹1,200 per sq m | 50%, credit-linked back-ended |
Small and large nurseries must get accredited within 18 months of the last instalment. One acre is about 0.4 ha, which is right at the lower limit for a small nursery. State pages sometimes still quote older norms; the 2025 guidelines govern.
Bank loans and Kisan Credit Card
Banks offer term loans for nursery infrastructure and working-capital limits for running costs; a credit-linked subsidy needs a sanctioned bank loan. Some banks extend Kisan Credit Card limits to nursery growers. Check eligibility, margin money and collateral with your bank, and keep Udyam registration and land documents ready.
Tracking actual costs against your plan
A plan is only useful if you compare it with what happens. Every quarter, check actual cost per saleable plant, germination and survival rates, prices achieved and money still owed by buyers, then update the plan.
Frequently asked questions
What is the cost of plant nursery setup in India?
There is no single figure. It depends on land, structures, crops and state. Build your own estimate from local quotes using the cost lines in this guide; MIDH cost norms (₹20 lakh/ha for a small nursery) are ceilings for subsidy, not typical spend.
Is a plant nursery company business plan different from a sole proprietor’s?
The sections are the same. A company or LLP plan adds the ownership structure, capital contributions, directors’ roles and statutory compliance costs, and lenders may ask for audited accounts.
Can I get a subsidy for a nursery business plan in India?
Yes, under MIDH: private small nurseries can get 50% and large nurseries 40% of the cost norm, project based and pro rata, with accreditation required. Apply through your State Horticulture Mission.
How many plants does a nursery need to sell to break even?
Divide yearly fixed costs by the contribution per plant (price minus variable cost). In our illustrative example that is about 48,600 plants a year; your number will differ.
Should a nursery business plan include GST?
Yes. Live plants are NIL-rated, but pots, fertiliser and landscaping services are taxable, so show them separately in your revenue model and register once turnover crosses the threshold.
How often should I update my plant nursery business plan?
At least once a season. Compare planned and actual costs, losses and prices, then adjust crops, volumes and prices for the next cycle.
